About RBCA

Community Development Corporation
OUR HISTORY

The CDC was born out of San Diego California with private businesses that housed a recovery program called Golden Hill House. Ran by Bill Dawson, the private business was  PCC which was owned by John Proctor in 1978. The private business owners were David Harrington, Carl Turnbull, Ron Kamora which allowed 2nd. chance people to work on all their projects from San Diego to LA. These people were allowed to get on the job training . That’s what was born out of what we see today. Coverall, owned by John Proctor, 70% of our employees are 2nd chance people. Some of them have been working for over 20 years. Have bought homes, gotten their family back and are productive tax paying citizens. This is what the CDC is doing today. Changing Lives.
